Transportation Planner

August 2022 to Present

  • Conduct GIS-based analysis and visualization for transportation planning using ArcGIS Online and ArcGIS Pro, creating dashboards, apps, and Survey123 forms to improve stakeholder communication and reduce data processing time.

  • Support MPO transportation planning for Rocky Mount and surrounding municipalities; analyze roadway conditions and recommend multimodal improvements for safer, more efficient networks.

  • Help develop statistical and cost estimation models to guide evidence-based transportation decisions, improving resource allocation and project prioritization.

  • Design and deploy GIS tools integrated with Python, Microsoft Power Automate, and webhooks, automating repetitive tasks and increasing workflow efficiency.

  • Organize two annual City bike rides to engage the community, using GIS to map ride routes, Survey123 forms for registration and feedback, and a HUB page to share event information, showcasing the City’s bike amenities and encouraging biking as a transportation option.

  • Collaborate with multidisciplinary planning teams, City departments, MPOs, regional partners, and community organizations to identify transportation needs, propose solutions, ensure project alignment and compliance, and engage public and stakeholder groups, enhancing project outcomes and collaboration.

  • Participate in STIP, MTP, MTIP, and other planning processes using SPOT Online, Crash Web, and other data sources, supporting project evaluation, prioritization, and funding allocation.

  • Conduct transportation studies and field evaluations, including Road Safety Assessments I created in Survey123, and develop GIS-based maps, crash analysis tools, and reports to guide project development, roadway safety improvements, and operational planning.

  • Produce maps, charts, graphics, and presentations for government bodies and stakeholders, influencing policy decisions, funding allocations, and project approvals.

  • Coordinate funding allocations and assist with project selection under the Carbon Reduction Program, supporting equitable and sustainable transportation investments.

  • Prepare materials and documentation for meetings, public hearings, and committees, including TCC and TAC, facilitating informed decision-making and stakeholder transparency.

  • Communicate with state and federal officials on transportation projects, studies, and policy matters; provide actionable recommendations that improve compliance and project outcomes.

  • Prepare and submit state and federal transportation grant applications; manage compliance and maintain records, ensuring successful funding and audit readiness.

  • Participate in evening meetings to support MPO functions, strengthening community engagement and project oversight.

Additional GIS & Project Responsibilities (Outside Regular Duties):

  • Support the 120 Water (Lead Service Line) project by developing GIS models, Survey123 forms, HUB pages, and dashboards to ensure federal compliance, improving data accuracy and reporting efficiency.

  • Assist Parks and Recreation with in-field GIS maps and Survey123 forms for park inspections and tree inventory management, enhancing maintenance efficiency and asset tracking.

  • Develop GIS strategies for Stormwater Outfall Location mapping and inspections, improving field data collection and regulatory compliance.

  • Support the Fire Department by creating GIS forms for field fire hydrant inspections and inventory, streamlining reporting and maintenance processes.

  • Collaborate with the Streets Department to create in-field survey tools for traffic signal inventories, increasing operational accuracy and data reliability.

  • Perform other GIS and transportation planning duties as required.

  • ​Performs work involving preparing, maintaining and updating real estate records and tax maps; assisting the public.

  • Reads and interprets deeds; determines property tax listing and location.

  • Enters ownership transfer information into tax database, research deeds, wills and other legal documents to determine tax ownership listing, location of property lines, acreage, etc.

  • Manages a caseload of clients who are living in the shelter, diagnosed with a mental health issue, behavioral disorder, or pervasive developmental disorder.
